Like yesterday, I don't have a lot of interesting punctuation to go on, so I'll try to use some common words and see if I can get this solved reasonably quickly.
There is some interesting punctuation:

bullet list toward the end: ████ (█.█.█.█.█) of ████ █████.
The length of the title is 5 characters.
So I figured some of those colons ( █:██ and ██:██ ) were ratios, but ratio has 0 hits.
So some common words: history, used, also.
Time got some interesting entries, prompting long and same, which only got me a few extra hits.
System turns up some proper nouns.
Okay - some of those numbers looked like population to me, so I tried population and that had 29 hits, so then I tried country (4) and then city which got me 45 hits, including 3 within the first sentence - so we're dealing with a city.
A city of five letters. ( ... the ███████ city in [7 letters] and the ████ ████████ city in [6 letters].)
Wow! I actually had a pretty good feeling that it was Lagos (once I got Africa), and indeed it was.
So, reviewing the article and some of the words I guessed - wow, it's kind of interesting that language doesn't appear at all. I was intrigued to see System in some proper nouns - they turn out to be Southampton System (never heard of that), the 6-3-3-4 system for education, and the Dual Training System and the Lagos Bus Rapid Transit System.
Pretty fun. Nice to not spend all day on this.
As with all of these topics, I should read a lot more about Lagos.
